Martyn’s Law: What the New Terrorism (Protection of Premises) Act 2025 Means for UK Businesses

A new era of public safety in the UK


In April 2025, the UK Government passed the Terrorism (Protection of Premises) Act 2025, known widely as Martyn’s Law - a landmark piece of legislation designed to make public spaces safer.


Named in memory of Martyn Hett, one of the 22 victims of the Manchester Arena attack in 2017, the law sets out clear duties for those responsible for publicly accessible venues to be better prepared should a terrorist incident occur.


Understanding Martyn’s Law


Martyn’s Law introduces a tiered approach to safety planning, based on venue size and capacity:


Standard Tier (200–799 people)


Premises and events must implement basic public protection procedures, such as training staff to respond to threats, ensuring clear communication channels, and having emergency plans in place.


Enhanced Tier (800+ people)


Larger venues must go further, taking reasonably practicable measures to reduce vulnerability. This can include implementing surveillance, access control, physical barriers, and detailed security documentation.


The Security Industry Authority (SIA) will oversee enforcement, with a phased rollout expected over the next 24 months to allow organisations to adapt and prepare.
